Redevelopment of the Mercato dei Fiori: the €17 million master plan is ready

Via libera dalla giunta comunale al maxi intervento di ristrutturazione e rilancio del mercato dei fiori di Valle Armea, che da “tempio della floricoltura” inaugurato nel 1990 si prepara a trasformarsi in un polo non solo floricolo ma anche logistico e multimodale, a servizio di Sanremo e di tutta la provincia.

The City Council has approved a major redevelopment and relaunch plan for the Mercato dei Fiori of Valle Armea, which is set to evolve from a “temple of floriculture”, inaugurated in 1990, into a floricultural, logistics and multimodal hub serving Sanremo and the entire province.

€17.1 million plan led by Amaie Energia e Servizi

The €17.1 million plan, approved through an implementation agreement, was launched by Amaie Energia e Servizi under the presidency of Andrea Gorlero and is being carried forward by the current President Sergio Tommasini. Executive designs are already complete and ready for tender procedures, which are expected to start by the end of the month. The project is structured around three strategic areas:

  • Commercial logistics (€6,160,000)
  • Market logistics (€6,121,898)
  • Complementary building and plant engineering works (€4,818,797)

PNRR inclusion and project timeline

The intervention is divided into seven separate projects and has been included in the PNRR (National Recovery and Resilience Plan) since 2022, with a completion deadline of July 2026. The objective is to shorten timelines and simplify administrative procedures in order to meet all deadlines.

Reorganisation of 30,000 square metres and new facilities

The plan involves the complete reorganisation of approximately 30,000 square metres, granted to the multi-service company until 2057. All market and auction activities will be relocated to the ground floor, with the construction of new silos and warehouses and the creation of areas never previously used for trading, handling and unloading goods, as well as a 9,000-square-metre logistics hub. The project also includes new refrigeration units, a central cold storage facility, photovoltaic systems on the roofs, and fire safety upgrades.

Funding package and financial structure

The overall funding package includes:

  • a €6 million capital increase (€2.3 million in cash from the Municipality and Amaie Energia, and €4 million in real estate contributions),
  • two PNRR-funded projects totalling €5.9 million,
  • a €7 million bank loan from BPER, spread over 12 years.

Sergio Tommasini on tenders and logistics hub

Tenders will start very soon, as early as July,” explained Sergio Tommasini. “The auction area will be relocated and doubled in size, meaning higher volumes, more products and increased turnover. We will also have a 9,000-square-metre logistics hub, which will be attractive to other operators, with the aim of creating an intermodal and industrial hub in the Valle Armea.”

Industrial planning and continuity for operators

On the same occasion, the economic and financial plan for the Mercato dei Fiori and the guidelines for the 2025–2034 ten-year industrial plan were also approved. For the first time, these documents will be submitted to the City Council. Works and procurement procedures will be managed with the aim of minimising disruption for operators, ensuring that at least 30% of the spaces remain available to tenants during the construction phase.
